Cow in trouble

Today while returning from a meeting in Bommanahalli, around 4 PM, I saw
an injured cow on Hosur road near Bommanhalli circle. Pain was apparent
in it's eyes and it was bleeding from one leg. On a road where people
are not safe, the cow was lucky to be alive.

I was in time trouble and made a mental note to call help when I reach
office. I searched the net for some info on animal welfare
organization. This is what I found:

Those in Bangalore can call these numbers for helping any injured
animals :
street cow menace: 22277789
25711036 or 23413427 (East Zone) - CUPA
26724036 (South Zone) - ARF
23411181 (West Zone) - SPCA
Any other complaints to BCC: 22227822
For general queries: 22221188

After numerous calls telling me to call the other number, I was given
the number of krupa animal care. It is surprising to see that government
organizations transfer their work to NGOs! The NGO organisation demanded
Rs 200 to get the animal treated while the government organizations
(CUPA) etc happily washed out their hands claiming lack of ambulance
etc.
I hope one of those organizations have managed to send some one to
provide first aid to the cow. Till the time of blogging no news from any
Animal care organization.

I am just feeling slightly guilty for not agreeing to pay to the NGO.
